However, Bayern have been long-term admirers of the Germany international, who is expected to move to a bigger club during the next transfer window.
According to Bild, club officials are now against paying in the region of £90m for Havertz, instead preferring to focus on other targets.
The report suggests that Bayern's stance would remain the same even if they were able to raise funds from the sale of Thiago Alcantara.
Chelsea are allegedly in the process of opening negotiations with Leverkusen for their most prized asset.
Atletico Madrid 'do not want Kepa Arrizabalaga in Jan Oblak deal'
Atletico Madrid will reportedly resist any attempt by Chelsea to include Kepa Arrizabalaga in a deal for Jan Oblak.
Since the beginning of this week, the Blues have been linked with a big-money approach for the Slovenia international, who is widely regarded as one of the best goalkeepers in world football.
However, in order to reduce their financial outlay, Chelsea are said to be keen for Arrizabalaga to move in the opposite direction.
According to the Daily Mail, that is a solution which would not work for Atletico, despite being able to generate funds for other targets at the same time.
The report suggests that Atletico are only prepared to consider bids which are in the region of Oblak's release clause, said to be £110m.
