Wigan Athletic chairman Dave Whelan believes that the Premier League would be more "competitive" if there was an overall wage cap for players.
The possibility of a new salary structure has been thrown into the limelight following the likes of Manchester City, who are thought to be in a league of their own when it comes to tabling high wages for players.
"We all agree that there now needs to be controls over wages, even Manchester United agree," Whelan told ESPN. "Manchester City have frightened everybody. They have blown everyone out of the water with the levels of salaries they are paying.
"Personally I wouldn't be afraid to take the toughest route of all and have a ceiling on how much each club can pay in wages. A salary limit needs to be enforced. It would make our league even more competitive.
"Let's face it - do we want to start each season knowing who will be the top four clubs? I certainly don't and I don't think that is good for football."
West Ham United chairman David Gold has also been open about the idea of implementing a cap on players' salaries.
