The Frenchman struggled for first-team action at White Hart Lane last season, making 15 appearances in all competitions.
The 29-year-old is now edging closer to joining the Black Cats, according to Sky Sports News.
Kaboul moved to Spurs for a second spell in 2010 after previously leaving the club for Portsmouth.
