The Italy striker moved on loan to former club AC Milan but the Sunday People claims that Liverpool are still paying most of his wages.
It was initially believed that Balotelli had taken a wage cut of £60,000 in order to make the move on a £40,000-per-week contract.
The 25-year-old scored just four goals in 28 appearances for Liverpool last season.
