The 22-year-old, who is currently on loan at Southend United, has been highly praised for his performances in League Two this season.
Southend are believed to be eager to extend his spell at the club but Bury have now entered the race to secure O'Neill's services, according to Sky Sports News.
Burnley signed O'Neill from Mansfield Town in June 2012.
