It is believed that the Russian outfit have turned to Cisse after their attempts to sign PSV Eindhoven forward Tim Matavz fell through.
Kazan, who have had a long-standing interest in Cisse, are willing to pay up to £9m for the player, according to The Chronicle.
The Russian transfer window closes on February 27.
