PSV Eindhoven have completed the signing of reported Fulham target Luciano Narsingh from Heerenveen.
The 21-year-old, who completed a medical on Monday, has been assigned the number 17 shirt for the new Eredivisie season.
It had been understood that Fulham were preparing a move for the attacking midfielder, but PSV have won the race.
Narsingh scored eight goals for Heerenveen last season.
