Blackburn are close to completing their first summer signing in the form of Radosav Petrovic from Partizan Belgrade.
Manager Steve Kean is looking to bolster his midfield as Jermaine Jones has returned to Schalke following his loan at Ewood Park last year.
"We've agreed a fee, we've agreed personal terms and now we're just subject to a work permit and Petrovic will become a Blackburn player," said Kean.
"He's a fantastic player, I've seen him for a number of years. Unfortunately for us we lost Jermaine Jones back to Schalke and we've been looking to strengthen in that area."
The 22-year-old has completed a medical at Rovers and is now awaiting a work permit.
Petrovic's representative, Jovica Radonjic, told tuttomercatoweb: "Blackburn? In this case I can confirm, and it is something serious. Indeed, at the moment, this is the only option for my client. I'm almost sure the player will leave Partizan."
The 6ft 4in Serbia international joined Partizan in 2008 and has been part of the side that has won the league the last three years.
