New Villa boss Alex McLeish will reportedly pay £15 million to sign Scott Dann from Birmingham.
The 24-year-old defender is also being sought by Stoke, who have already offered £12 million, as well as Arsenal and Liverpool.
According to the News of the World, Dann is "considering whether he is willing to risk the same backlash as McLeish" by making the Midlands switch.
McLeish was appointed as Villa's new manager on Friday, just five days after his controversial resignation from rivals Birmingham.
