The league leaders shelled out £9.7m on fees during last season.
The news comes after the club recently announced record English league losses of £197m.
Tottenham Hotspur are second on the list with £7.6m, while Liverpool spent £7m.
Only Fulham, Swansea City, Norwich City and Wigan Athletic spent under £1m on agents.
The combined sum of £71.8m is the highest recorded since the Premier League decided to publish club-by-club figures in 2008.
