Both goalkeepers were forced into action after 10 minutes when Chelsea man Asmir Begovic kept out a Nathan Redmond effort with a low save, before Eden Hazard found Willian in the Canaries box only for the Brazilian winger to be denied by John Ruddy.
Pedro could have given the hosts the lead before the half-hour mark, firing wide from distance, before Fabregas set up Diego Costa with a precise through-ball, only for the striker to blaze his effort over the bar.
Norwich believed that they had a penalty on 31 minutes when Willian brought down Robbie Brady inside the Chelsea box, but referee Craig Pawson ignored the team's protests.
Both sides missed chances at the death of the half, as John Terry cleared a Sebastien Bassong header off his own line, while Ruddy kept out Costa with a good save at the other end of the pitch.
