Further tries from Anthony Laffranchi and Gary Wheeler gave the Saints a 20-6 lead at the break.
Thomas Makinson's try increased the home side's advantage five minutes into the second half before tries from Damien Blanch, Vincent Dupport and Scott Dureau edged the Dragons closer to their opponents.
A second try for Wheeler looked to have secured the win for St Helens, but a try a minute later from Setaimata Sa set up a nervy finish.
As the Dragons pushed, Millard's last-minute score was given after a lengthy deliberation by the video referee before Dureau squeezed his kick between the posts to seal the victory.
Catalan have moved to the top of the Super League table with the win.
