The 19-year-old has moved to the Mestalla Stadium for a reported fee of €10m (£7.1m).
Mina, who made his senior debut for Celta Vigo back in 2013, scored nine goals in 24 appearances last season.
Four of those strikes came in one match as Celta thrashed Rayo Vallecano 6-1 in La Liga.
