The 22-year-old centre-back - a product of the famed youth academy at the Estadio Jose Alvalade - has signed a five-year deal with the Italian outfit.
Mendes has served time on loan at Real Madrid B and Real Madrid in the previous two seasons, winning the Segunda Division title in 2012.
He has also spent time on loan at Swiss side Servette.
