The 24-year-old has signed a three-and-a-half-year contract for an undisclosed fee following a medical at Turf Moor yesterday.
Subject to Football League approval, Barnes will be available for selection ahead of Saturday's Championship clash against Yeovil Town.
Barnes has been given squad number 30.
