Tom Cairney has returned to the Blackburn Rovers side for the Championship clash with Rotherham United at Ewood Park.
The midfielder comes into the team to replace Ben Marshall as Rovers boss Gary Bowyer makes just one change to the side that lost 1-0 to Watford on the weekend.
Rowett's decision means that Rudy Gestede, who was repeatedly linked with a move away from the club in the latter stages of the transfer window, remains on the bench.
Rotherham manager Steve Evans names an unchanged side following their surprise win over Ipswich Town at the weekend as Matt Derbyshire and Connor Sammon, who both scored in that victory, continue their partnership in attack.
Blackburn: Steele, Lowe, Hanley, Kilgallon, Olsson, Cairney, Spearing, Evans, Conway, Brown, Rhodes
Rotherham: Collin, Richardson, Morgan, Arnason, Fryers, Newton, Green, Smallwood, Pringle, Sammon, Derbyshire
