The 24-year-old joined the Serie A club from Saint-Etienne in January 2014 and has since become a regular starter.
According to Eurosport France, the Gunners are lining up a bid in the region of €15m (£10.6m) to sign the Algerian international.
Ghoulam has played 11 times for Algeria since making his international debut in 2013.
