UEFA have rejected a bid from the Welsh FA to allow Swansea City and Cardiff City the opportunity to qualify for the Europa League via the Welsh Cup.
The football governing body of Wales had asked UEFA to change the current rules and allow the exile clubs to earn a European ticket if they opted out of the FA Cup.
At an executive committee meeting in Istanbul today, the request was turned down.
FAW chief executive Jonathan Ford has said that he is "bitterly disappointed" by the decision.
Wrexham, Newport County, Colwyn Bay and Merthyr Town are the other Welsh clubs that are currently competing in England.
