Arsenal are thought to have failed with an £8m bid for Cologne forward Lukas Podolski.
The Gunners made the offer for the 26-year-old earlier this month, according to The People.
However, the Bundesliga side are unwilling to sell the player in the January transfer window.
Podolski has scored 14 goals in 17 league games for Cologne this season.
