Jarvis was rumoured to have handed in a transfer request after having a bid for him from West Ham rejected.
Solbakken confirmed that Jarvis has asked to leave, but insisted that any deal would need to be good for the club.
"He wants to leave but it has to be right for Wolves," said Solbakken.
"At the end of the day I am not making the final decision.
"We are a little unsettled at the moment and everything is not fine. It is stupid to say everything is fine. We have to fight through this."
Wolves begin their Championship campaign away to Leeds United next Saturday.
