Stewart has made just four appearances for the Tigers this season, and only one of those has been in the Championship.
The 21-year-old spent the first half of the season on loan at Burnley, where he made nine appearances with the Clarets.
The former Manchester United trainee could feature when Blackburn host Peterborough United on Saturday.
