Belgium's Football Association has claimed that they may seek compensation for their unsuccessful 2018 World Cup bid if FIFA's decision to award Russia the tournament is overturned.
The world governing body is currently the subject of a Swiss criminal investigation into the bidding for the 2018 and 2022 World Cups, running parallel to an American probe into widespread corruption claims.
Belgian Football Federation chairman Francois de Keersmaecker is quoted by Het Nieuwsblad as saying: "If fraud is proven it is obvious to me that we will seek compensation.
Both Russia and 2022 hosts Qatar deny any wrongdoing.
