"I'm really happy. Just walking around the stadium and meeting the lads today has been really enjoyable. I can't wait to get going," he told the club website.
Interim director of football Bobby Hassell added: "We are extremely pleased to be able to welcome Josh to Oakwell.
"He is a player, who despite being only 25, has featured a lot in the Championship and in League One and will bring that experience straight into the team.
"Josh being able to play across a number of positions at the back allows Neill to have a versatile player in the squad and offers flexibility with selection and tactics which was high on our agenda for this window.
"We wish a warm welcome to Josh and look forward to him beginning work with the squad and coaching staff."
