The 20-year-old has impressed during his loan spell with Empoli this season and his performances have earned him a call-up to the senior Italy squad.
According to the Daily Star, Arsenal are plotting to make a £10m summer bid, although Manchester United and Chelsea are both said to be interested.
Rugani has played in all 31 of Empoli's Serie A games this season.
