The 21-year-old midfielder has penned a two-year deal with the Championship club after leaving Norwich City.
"Tom is a terrific young lad who is a powerful and athletic midfield player who can get forward and score goals," manager Lee Clark told Birmingham's official website.
Adeyemi spent part of last season on loan at League One outfit Brentford.
