However, despite the Texans' poor record last campaign, Harbaugh admits that he had always found it difficult to play against an offense led by Kubiak, which contributed to the team's decision to sign the 52-year-old.
"It was a great process. It may have taken us back to where, in the beginning, you might assume we started. In the end, this is the way it worked, and we have the best guy," Harbaugh told reporters.
"In your mind, you always keep list of the guys that give you the most trouble as coaches. With this staff, what they've done offensively, has been kind of a pain in our rear."
The Ravens ranked 29th in offense during the 2013 season - the team's worst record in eight years.
