The visitors were in control from the start as Nick Evans and Nick Easter both found the try line in the opening 30 minutes.
Charlie Walker extended Quins' lead at the start of the second half, but a patient try from Bernard le Roux gave Racing some late hope.
However, Karl Dickson made sure of the win for the Aviva Premiership side, pushing his way over to earn the visiting side a bonus point.
The result lifts Harlequins, who lost their opening two fixtures of the campaign, off the bottom of pool four.
