The 19-year-old, who has made two appearances for City this season, will spend three months with the Championship club.
"I'm really looking forward to meeting the team and working with the manager," Razak told the club's official website.
"It's been hard for me to get into the first team at City, and I come here hoping to prove myself with what I do on the pitch and hopefully I can do that on Tuesday.
"This is a very tough league, but you have to be ready for it. This is my third loan spell in the Championship so I'm ready for it."
Razak is regarded as a future star at the Etihad Stadium.
