Georgia will be fined and could be forced to play their next home Euro 2016 qualifier behind closed doors after fans twice ran onto the pitch during Sunday's 2-0 defeat to Germany in Tbilisi.
UEFA has opened disciplinary proceedings against the Georgian Football Federation (GFF), with a number of incidents under investigation.
The charges include fans setting off fireworks and a number of safety breaches such as blocked stairs, locked gates and supporters not being searched when they entered the stadium.
The GFF has outlined its intention to step up security, but could find their September 4 clash against Scotland being played behind closed doors.
"Delegates from UEFA are already sending reports and unfortunately there will be monetary sanctions," GFF president Zviad Sichinava is quoted as saying by PA.
"Also the next Georgia home game - against Scotland - could be held without spectators."
Georgia and Scotland will discover whether supporters are able to attend their September qualifier when the UEFA Control, Ethics and Disciplinary Body meets on May 21.
